Yes, since government is "of the people, by the people, and for the people" (to use Lincoln's phrasing), "We, the People" can easily be reinterpreted to mean government. Thus government, or the State, has all rights and reigns supreme, over both the individual and all lesser forms of government. Roberts has given us the
