Depending on the state she's of age and the only crime was prostitution. Unless of course, she's enslaved, it happened in a state requiring 18 years, etc.

I heard that the age of consent in the state this occurred is 16. So while he engaged in the hiring of a prostitute, it appears he didn't break the law of the state he was in.
