A former state lawmaker is accused of illegally killing a moose Sunday in Interior Alaska, according to troopers. Woodie Salmon, 63, said he knew he might face trouble the moment he pulled the trigger but was within his traditional rights.
“My take is that I am practicing my Native traditional lifestyle that’s been passed on for many, many generations,” Salmon told KTUU in a phone interview today from Chalkyitsik.
Troopers flew to the village of fewer than 100 people this week after receiving a tip that someone had illegally taken a bull moose in game management unit 25D during the closed season. The season opens Sept. 10 on state lands and Aug. 25 on federal lands, troopers wrote in a dispatch posted online.
Salmon says he admitted to killing the animal, which he says he shared with “four or five” families. Troopers seized the antlers and Salmon’s rifle.
The firearm cost $300, Salmon said, adding that life is harder in remote Alaska villages than many people think and that he is in Chalkyitsik to care for his 83-year-old father.
“It’s something we have to stand up for. It’s our right,” Salmon said of the kill.
Salmon is the grandson of the late Chief David Salmon, a Gwich'in Athabascan and founding member of the Tanana Chiefs Conference, according to that organization.
A former Fort Yukon mayor, Salmon defeated Ward Sattler in 2004 to represent House District 6 as a Democrat, serving until 2010 when he was defeated by Republican Alan Dick. The district includes a wide swath of Interior Alaska district north of Fairbanks.
Taking a moose during a closed season is a state misdemeanor. Salmon was issued a summons, troopers wrote, and is expected to be arraigned Sept. 25 in Fort Yukon District Court.
It is his right....If they had an open season on moose!

If u missed it in a nutshell the least valuable reproductive members of a declining herd are being prohibited from timely harvest while pregnant cows (many still accompanied by calves whose chances are greatly reduced without their mothers) are being targeted - because they are "fat".

The fact that the RACK even cut local harvest is huge> Back in 2007(?) the RACK forced the Board of Game to cut out of state harvest from 2 bulls to 1 bull and increased the no fly zone until 9/15 citing the impact was hurting Noatak Village and their local hunt. Many of us tried to point out that the out of state impact was less than 2,000 animals in a herd of 400,000+ and starvation and local hunting pressure was much greater. It took a few years but it was simple to see the WACH herd was shifting its migration to the east and it had nothing to do with hunting pressure from the out of state hunters.

You didn't think it thru Walt. This not a "reduction in harvest" but an increase in herd mortality. It is merely a reduction in opportunity which will do nothing to reduce take home harvest.
First, it takes a couple cows to mass one bull in the freezer. Second, every cow killed will likely be pregnant , that is two dead caribou, right there. plus all future offspring in subsequent years. Third, those of us who prefer to kill bulls November to February will have to kill cows instead to stay legal. Fourth, since it is difficult to differentiate cows from young bulls at any longer distance, and/or without fairly extensive study for the penis sheath, peeing posture, or vulva patch, Theonly assured way under most circumstances is to shoot a cow with a calf in preference to a lone "either sex". Few circumstances lend themselves to extended study time, spotting scope use, and even fewer hunters use them or even own one. Sex differentiation may be easier rwhen running them down - excuse me-"positioning " them- with a high speed boat or snow machine but I wouldn't know about that. Fifth, given the above, I suspect a number of mistakes will be abandoned ithe field. Sixth, also given above points, orphaned calves of the year have even less of a chance of surviving the winter. They usually hang around where their mothers are killed, at least for a time, subjecting themselves to increased predation hazard and weight loss, plus they lose the body protection and foraging help of their mothers in bad weather. There have been several found frozen to death under decks and in yards around town in the few years I've been in Kotz when the migration as bed strong thru the immediate area. Seventh, these regulations are largely not enforceable, except voluntarily and rarely by LEO -and then I believe it will be highly selective.
This is wrong-headed feel-good tripe going in exactly the wrong direction. It is political decision by the state game board enshrining localcultural practices to the detriment of sensible and proven good game management. With the exception of closing bull harvest during the rut, which virtually no one does anyway. I am sorely disappointed in the gut-less, fear-based political action of the game board.
The only good thing, if it can be termed that, is that the proper procedure was followed to obtain a bad result.

Perhaps the most troubling thing about what the fellow was trying to get away with is that it reflects so very negatively on the many good folks out in rural areas who don't flagrantly violate the laws, wait for the opening day, buy their licenses and acquire permits, etc. (Locally we even have people from a certain village who talk about seeing a young bull or even a cow nearby, a month or two before the opening of the season, who admit it will be lucky if doesn't end up in freezers the next village over before the opening.)
And, in defense of "locals" of various stripes who are sometimes maligned, there were people from a local village who petitioned the advisory board to limit the take of bull moose in one sub-section of a sub-unit in order to bring herd numbers up. This was coming from the bottom rather than from the top. This change has been in effect for several years and it has had the desired effect on moose numbers.

Having grown up on a reservation and dealt with Indians their take on the whole wildlife management program is zero.. They will shoot everything up when its all gone they will blame that damn white man! But you do have a few tribes that see a benefit to managing the herd look at the white mtn apache. Anyhow in AK I don't know why they are violating the law most folks out in the bush get tier hunts and get a jump start on the rest of us that live on the road system. Probably one of the biggest time bombs on hunting/rights/etc is in unit 13. Drum roll please..... I get 2 tags to hunt on federal lands and they do not layer onto of any other type of permit. Uh, thinking Glennallen must not be all that rural with prices like that. Try $7 and change for a half gallon of milk (plus tax, of course), and $3.70 for gas is so turn-of-the-century as rural prices go (and only 25 cents more than Fairbanks).
