They want to bomb Iran anyway. A good opportunity would be when Russia is slinging cruise missiles into Syria.
Just pitch one into Iran and then point the finger at Russia.

I doubt it. It's a brand new system, and this is it's first use in combat. Russian cruse missiles are significantly less reliable then their American counterparts.

If it was a guidance failure and the charge went off that's pretty embarrassing. At this point the reports are they "crashed" in Iran. Still no confirmation they detonated. Actually, these were launched from the Caspian, not the Med, so they crashed WAY short of their target. Engine trouble, gyros, lots of things could of gone wrong. In the 80-90's it was typically figured that 70-80% of Russian missiles fired would make it to their target. 85% is actually pretty good for the Ruskies.
