Heat is the best way to loosen loctite.

Yes, but I don't want to loosen it, I want to remove it from the top of a receiver. The previous owner glommed too much on under the scope ring base. I guess I can torch it and see if it wipes off.

Hit it with a torch and then scrape with a popsicle stick, any leftover residue gently wipes off witg steel wool

What's a good solvent for this? I've found that the easiest is paint stripper (methylene chloride type) or, if you already have some, Permatex Gasket Remover. Locktite says: Cured product can be removed with a combination of soaking in Permatex Gasket Remover and mechanical abrasion such as a wire brush.Note that the MSDS for Permatex Gasket Remover LINK is about 65% methylene chloride, so use what you have on hand. Scotchbrite is much more abrasive than steel wool and will remove bluing a lot faster IME.

Acetone will remove Loctite...

The finer grades of Scotchbrite i.e. grey or white are not more abraisive than steel wool. Acetone is the best at removing Loctite, if the Loctite is stubborn you can warm the surface just a little before applying. A popsicle stick or the edge of an old credit card will allow you to scrape the surface clean.
