Trying to get a buddy to start elk hunting and want to find a cow hunt to get him started. Can someone chime in with some outfitters or spots? Would prefer the eastern part of the state if possible. This would be a leftover cow tag hunt

There's usually leftover cow tags for area 98, but that area is between Farson and Pinedale, not Eastern WY.

A friend of mine does the South Central. 36&37 in the North. That can be some work, but the elk are there.
