Maybe. Depends upon the crime and whether they have FULLY fulfilled all the terms of their sentence, INDLUDING RESTITUTION.

What is particularly troublesome is that the Governor did this UNILATERLLY (by an Obongo-like Executive Order that covered 206,000 people in one fell-swoop) and it was not done by the Virginia Legislature. Oh, and did I forget to mention that Gov. McAuliffe has a "Clinton Brown Ring" around his nose that is about 6" wide?

What McCaulife did in Virginia goes against our state's law. He needed to do this individually[one by one] but instead waited for a recess and gave it a blanket signing.
