I don't think this is aimed at reloading, I bet that isn't even on their radar yet(although it would be affected). I imagine this is to make the manufacture, storage, and transportation of ammo fall under the guise of explosives, which would make it cost prohibitive and drive everybody from the market, even the big boy ammo suppliers... ^ This.

So, what does this mean? How much NC gets transported and stored? Is there a way to avoid having unused quantities of it in the production of powder?
I thought powder production was pretty much "dump the ingredients in one end and get finished powder out of the other".
It's tough to get people mobilized to fight something when they have no idea what it means.

Maybe it is not directed at reloading but it will cause problems. Can be interpreted to shut down or limit reloading supplies therefore it is unlawful and wrong.

DW is right except I believe it was aimed at all including reloading, make powder to expensive and no one will reload, make ammo to expensive no one will buy it and shoot. Make ammo to hard to get and guns will not be a problem.

All this coincidentally after every Gov't agency under the sun armed itself and placed orders for tens of millions of rounds of ammo per agency... Call me skeptical...

Never heard of it before. I'm sure it's nothing important. Definitely nothing to do with a precursor to every powder and primer in every cartridge out there...I'm sure it's more of a DOT safety thing on account of all the 'wet nitrocellulose' trucks that have been blowing up recently. Smug, and almost grotesquely uninformed comment, that. Or sarcasm, that's my take. Yes, that. Sorry I haven't figured out the sarcasm emogee thingy so my razor like whit doesn't always come across. I have no doubt this is yet another underhanded way to put a hurt on us. Per the OP's link there was never a problem with the wetted nitrocellulose posing an occupational hazard nor any issues with pilferage. I have a little bit of experience with high explosive storage standards (Army OD Corps). The difference between being able to store materials in a warehouse Vs in earthen magazines with significant stand off distances is NOT insignificant. It would enormously increase the cost of doing business. Apparently the fact that our military procures its ordnance from private industry did not weigh in on this brilliant decision. But that would be about expected and of little concern to these politicians...spouse you can't make an omelette without breaking a few eggs. The real irony, and IMO, what makes this so vindictive is that the only gun owners (shooters) that this could possibly effect are the lawful and recreational. If my weekend is shooting a couple hundred rounds with the boys at the range and the price of ammo goes up that is significant. If I'm a banger, nutcase, or terrorist that only shoots at people the cost matters a lot less...if your goal is to die in a nightclub whats the difference between $10/box and $20/box...or even $100/box. Hell max out the credit card, won't be around to pay it anyway.

Are they prohibitively expensive? I don't know where you are going with that, but yes, fireworks are extremely expensive. And, if you can buy them in your state, you usually have to lie to get them.
