Just in via email.. ATF’s June 2016 Explosives Industry Newsletter included a brief discussion of Nitrocellulose, and attempted to clarify the circumstances under which wetted Nitrocellulose is considered a high explosive under 27 CFR, Part 555. As with all explosives, ATF’s focus is on the potential public safety risks associated with materials that can be misused or diverted to unlawful purposes. Subsequent contact from industry members who import, transport, store or employ wetted Nitrocellulose in the production of ammunition, however, has brought to our attention issues that were not fully addressed in the Newsletter and require further consultation and consideration with the industry. Accordingly, ATF has and will conduct further industry outreach concerning wetted Nitrocellulose. In the interim, previously authorized industry practices concerning wetted Nitrocellulose will not be affected. They didn't permanently walk it back (and if they said they were, who was gonna believe THAT?).
But at the moment everything they proposed in June is reversed.

Very reminiscent of the greentip ammo ban they tried to pull. I'd say that attempt is barely cold in it's grave. This bares the exact same MO; Propose something confusing to the general public that does not 'seem' to effect them and do it quietly (while having much more far reaching second order effects). Proves two things.
1)They can be stopped or contained but it's a constant effort.
2)They never stop trying.
Foolish to celebrate a victory against the left too heartally by the time the hangover wears off they'll have put two more bills/orders/actions/environmental regs in place.
I seem to remember the ammo ban was also 'put on hold'. As in also not really concluded. Friggen left will probably try to get the next one done during Thanksgiving or Christmas, like some kind of political Tet Offensive.
