I ended up shooting 123 laupa scenar bullets and h1000 powder.
The key I found was going to a slow burning powder. I never tried the heavier bullets bc my cousin wanted to stay with the lighter bullets. I've got a 129 gmx that I'm gonna try and work up soon.
