Actually these accounting issues started back in 2007, well before the merger. Not sure how poor accounting practices and losing $32 million is considered pretty good. Nothing raising some fees can't help.

I didn't mean to suggest that losing track of the money was good, but until then they did do a good job. Keep in mind money and management is dictated by the legislature, and that crap is always changing for the agencies.
The money wasn't misused either.
And the amount of suggested fee increase by CPW is indeed ridiculous.
