I'm considering a trip next year to one of three destinations for Arctic Char.

Ungava region, Labrador, Greenland or Iceland.

Anyone have experience or recommendations in these regions?

Thank you for any input.

The only place mentioned in "Northern Quebec" is the Ungava Bay area.

Norther Quebec & Labrador are likely your best value bets and you can even Drive to Radison (James Bay) or take a train to Shefferville or drive to Labrador and float-plane out from there. Be wary of outfitters and get trusted recommendations. I do not have any to suggest off-hand. If you fly-fish, get an outfitter that specializes in that offering.
