Could outside engineers design worse roads than what is produced in-house? Which ones to you consider poorly designed? Some parts of the Seward Hwy, lots of the Sterling Hwy, Kenai Spur Hwy, K-beach road. K-beach had to be resurfaced a couple years after a major re-con. Lots of people blamed the contractor, but they just make 'em to the specs. Related - maintenance is another issue.

I can see having DOT crews to plow roads, and to repair roads. But I don't see the benefit in having them design or build roads. Picking up the trash and mowing the interstate system has worked well, when farmed out to others. Other things not so much. One disaster was letting construction firms furnish the inspectors. Who could have seen that coming? miles
Look out for number 1, don't step in number 2.
