On my 2002 Tacoma I had the rear driver side brake/running light out, so I replaced it and now both rear running lights are out, but both break lights work? This does not make sense, the bulb IS replaced has a double filament so I know there is power getting to the bulb?

Your frame has rusted completely through and you lost your ground. That is a mystery. Is the new bulb good, and of the proper type?

Sometimes these newer blade type bulbs don't contact well. Just wiggling them can make a difference.

As said before, the ground is usually the #1 problem.

Sometimes the socket gets corroded enough to not connect well enough. One thing I've been doing is to use a pencil eraser to scrub the contact areas. Usually nothing needs to be added other than the friction. You can protect it with electrical grease.
