I found the right load for my 17 Remington using the Berger 25 gr Varmint HP. H322 21.8 gr, 25 gr Berger Match Varmint, Rem 7.5 Primer, Rem Case, OAL 2.150. Those 25gr Bergers are worth the premium IMO. They are the best bullet I've found in my 17 Rem for killing coyotes while not blowing up fox like they were prairie dogs. Nice shooting.
They say everything happens for a reason.
For me that reason is usually because I've made some bad decisions that I need to pay for.

All my 17 centerfire Varmint Rifles use the amazing Berger 25 grainers.
