My answer to that need was to get a Ruger 77/357 and taper crimp 9mm bullets into .357 magnum cases. Despite .002 or so nominal bullet diameter difference it shot them as well as the lighter .357 bullets shot.
Tom Or just shoot .38 Specials out of it. They feed fine in my 77/357 and are very mild in recoil and report. .38's can be bought for around the same price as 9mm's, I think.

Slightly off topic, but I knew an older gun smith who was considering converting a Marlin bolt action 22 magnum to 25ACP. Im not sure if he ever made it happen, as he passed back in the late 90s. Sure miss talking with him.

If .22 ammo doesn't start coming down in price, we will see more interest in 9mm bolt guns.

A Marlin model 9 Ranch Rifle is NOT a bolt but short handy semi auto 9mm rifle. They are no longer made (AFAIK) but can be found occasionally.
They use the same mags as the S-W 5900 series handguns.

Why a bolt gun? Keep it simple and make a single shot with a threaded barrel for the suppressor of your choice. Something along the lines of a HR handy rifle. Synthetic stock with an ammo box built into it. Open sights and a optics rail. Probable have to make it in .40 and 9mm.
