It doesn't have to be in the rattle my teeth range.
Thinking 1600 + for bears.

It's flattened a mule deer but that's the only expirience I've had with it.

405gn Remington
50gn H 4198 2058fps
54gn VARGET 1772

405gn Woodleigh
50gn H 4198 2026
37gn 2400 1861

The Cowboy has a 26" barrel, so the above loads were higher than the many 22" barrelled versions I have used in the past.

I do recommend you use the Remington bullets if you can find them as they are tougher than the paper thin jackets on the Speer version, which is more suited to the original factory specs than hand loaded potential for the cartridge.

The 400 Speer and the 405 Remington are virtual peas-in-a-pod IMO. It's hard to think of the Rem as anything but a soft, paper-thin-jacketed bullet also...

Both are very effective however, but expecting great penetration when pushing them fast is probably a tall order.

Make sure you're sizing enough/not 'belling' too much. There are many different die configurations for the 45-70. (The brands themselves vary quite a bit.) The correct dies and setting will hold those Rem 405s just fine.
