Actually, what you're looking at is a lighter patch of hair on his forehead. Low res photo makes it almost appear like a really poor photoshop job, but I don't think that what you think is antler base actually is. If you look just under the near antler, you'll see just a piece of burr on the front edge of the far antler, right where it should be.
