After getting my M70 Super Grade in 264WM, I started load development with 7828 (not SSC). Disappointing both from a velocity and accuracy perspective. Had a retired gunsmith tell me that 7828 was the "264WM powder," but I doubt they had 7828 in the late 50's/early 60's when the 264 came out. (Wasn't 4350 the slowest powder back then??)

Anyhoo, I finally found some Re-33 and love it in the 264.

I'm not a 264WM expert, but I think the powder that really made that cartridge sing was H870. Others will chime in and correct me if I'm wrong. I've always had an interest in the 264WM, but never really had the need for one.

IMR7828 was developed for the 7mm Remington Magnum, which appeared in 1962, but wasn't available to handloaders for quite a while after that.

There were a bunch of slower powders than IMR4350 when the .264 appeared, among them H4831.

I found the powder Hodgdon called H870 in bulk earlier this year. Google 870 rifle powder it might still be out there

Norma MRP and H 4831 were once considered some of the best powders for the 264.

Since the advent of higher technology, slower-burning powders, things have changed.

Try RL-33 or US-869. Never tried 50BMG by Hodgdon since RL-33 works so well, but would bet it's great too...

Fremont, IMR7828 would be on my list of powders to try in a .264 WM, especially since is seems to be one of the few slow burning powders currently available in my area. Muggie mentioned some very promising powders as well, but I haven't seen any of them on a shelf in at least a year.

IME, 7828 works great for 120's and 125's. If you want max velocities for the 140's, use slower powders.

I now that there are better powders, way back then I just happened to use those two powders and they worked, today I use Ramshot magnum. I would like to try RL 33 but I have a couple of boxes loaded with Magnum and I have almost two pounds on hand, the barrel on my pre 64 westerner is about half wore out so I don't know if I want to put more wear on it just to get more speed.

I think 7828 was considered the powder for the 7 Rem. Mag and 8 Rem. Mag., since both Remington and IMR were DuPont partners at the time.

The 264 hasn't really had decent fuel for most of its life and they are few; RL-25 is what I used.

In my 26" barreled 264 I wanted to use 130 Accubonds, so far have tried H-4831,RL-22,US-869,H-870 and a couple others I can't remember right now. The clear winner for accuracy and speed it IMR-7828, YMMV.

When I used my .264, in an M70 pre-64 Westerner, I used the 'old' H4831, and when IMR7828 came out, I ran lots through that 26" barrel.
I was impressed with H870 (or as Accurate called it, 8700). It filled the case, and, with magnum primers like the Federal #215 to start things, it was as accurate as it was fast.
The powder that really did well was H570, an extruded powder. It burned like anthracite coal, and did all I could ask. It didn't hurt to keep a large bottle of powder solvent handy, though, lol.
When I could no longer find that powder, I reduced my arsenal.
I recently built a 6.5/06 Improved to do what I wanted my old .264 to do, but I keep thinking about building another magnum to try those newer powders in the large case.
I would throat it to have the Sierra 140gr boat-tail even with the neck of the case as the two-diameter bullets are no longer available.

I use 7828 with 130 accubonds. I found it very accurate with decent velocity. Pressure and velocity rise was very gradual and predictable.

The old H570 is also a good powder for the 264WM and produces good results if you can get lucky and find some. My old Hodgdon book has loads for it. 160gr Woodleigh PPSN at 3095fps.
