Can someone explain it to us?

I understand it fall short?

Basically!
- up to lifetime ban on firearm ownership for domestic assault conviction
- safety course will be mandatory, no simply challenging the exam
- Possession only certificates (POL) will become possession and acquisition (PAL)
- firearm licence will become province wide authorization to transport restricted firearms to range or gunsmith
- six month grace on expired licence before you can be charged but in that time you can not purchase guns or ammunition
- many clauses that need to be assessed for full/long term impact for dealers/importers

Big question is whether it will pass before a federal election is called.

Some of that stuff makes good sense - especially the part about the PA: being sufficient to carry a restricted firearm to a proper range.

There isn't a lot in it. My CZ 858s will go back to being non restricted instead of prohibs so that's something. So will the Swiss Arms.

Blending the ATT into the RPAL makes sense, since nobody but a Liberal is likely to believe that two pieces of paper will make you a safer person than one piece of paper. Depending on which province you live in that can be a big help. In Saskatchewan we routinely got an ATT for any range, and gunsmith and any border crossing anyway.

Some restrictions are put on the RCMP about reclassifications.

Its not a lot, but its something.
