Need a licence and/or permit, otherwise no.

Table 2.1 (about 2/3 of the way down the page) sums up kangaroo shooting:

We did used to shoot them at a friends property (licenced) many years ago, and use them for dog meat. They are not the hardest of game to hunt, I guess because they breed fairly quickly and there generally tends to be large numbers around - just have to look at the roadside of our major inland highways (lots of carcusses from truck strikes).

Not entirely true, you can shoot them under a destruction permit and also with yellow tags where you can use the meat etc!
