Is there any cure other than a new roll down tarp?

Mine wants to blow off the seal.

Not unless you can figure out a way to replace the velcro, install snaps, or something similar. Velcro gets old and weak as the fibers wear out.

And/or fills up with junk.

I'll have to say though that Velcro is one of the really good things that came out of the space race. For anyone who's not familiar with that, the early astronauts needed a way to keep things from floating around and Velcro was invented as the answer.

Two thoughts, Velcro was fabled to have been invented by a man that came back from hunting with burrs all over him.

What is a good brand to replace the tarp with?

We have some kind of small burrs here that we usually call natural velcro. It sticks exactly like the commercial variety.

Two parts to velcro (hooks and eyes, more or less). If only one part is the problem, new stuff should be available at most places that sell material/sewing supplies, craft shops and such. Some of the businesses that do custom upholstery might do the job?

Might be a chore to replace both parts, but new covers run $400 to $500 or thereabouts. If the cover and hardware is fine, I'd probably just replace the velcro?

My Access cover is about five years old. Never a problem with the velcro side closures. Same for the one on a previous truck, after four years.

if the tarp happens to be a Truxedo , the rail velcro is
easily replacable and they have a lifetime warrenty

they will send you new strips of velcro if you ask.....
