Sounds peachy. But two problems. I doubt his people believe much of it. And worse, by admittedly not providing proper training and support, he just opened the door for huge lawsuits by the injured officers.

He/they just want revenue. On Fox a couple of nights ago they said homicides where up 100% and arrests were down 50% in May.
