I am just guessing, but I think not. Many 99's have a heavy deep blue on the barrel and the receiver is starting to go (Look close on the bottom) from the way we carry them when hunting.

Jeff, for my two cents I think it's been reblued with a coat of oil on the wood also but what do I know?

Edges rounded and lettering buffed over, it's a reblue for sure. Wood may have had "finish added", not as easy to determine from pics as the reblue.

Reblued. As stated, the lettering on the barrel was smeared a bit when buffed.
