You Ford guys, or anyone?

Picked up a 1995 1/2 ton 4.9 (300) this past fall for my step-dad, so he's not out in the field banging up is 1 ton.

Anyways, previous owner (1 owner) had kept meticulous records on what has/hasn't been done. Just about everything has been through, minus the fuel pumps.

Truck on occasion will NOT start. I could swear I can hear the fuel pump going and correct me if I'm wrong but both tanks (dual tank) have pumps in them?

You can literally sometimes walk out and try it ten minutes later and it's fine for days or weeks. And than the same thing, go out NOTHING. Try again later on and it pops right off.

Any ideas? I'm thinking if it was the fuel pump that switching tanks would work, but doesn't seem to make a difference.
