Thanks for the help. Found this, think it answers my question, thought I'd share it just in case someone else stumbles onto one someday. Turns out they made 5000 of them in the end of 1981 to the beginning of 82. They were made to honor the end of the Mark I series. These had Bill Ruger's signature engraved on them. Going price is mid $300 range if they are near NIB.
They were the first to have a red eagle in the grip.
I see there was one that sold on Gun Runner and another is for sale on Guns America. Guess they're not that uncommon of a find.

Bull-Barrel. Looks to be in decent shape but not won't pass for new either.
The gun you just described does not have a bull barrel.
The "Mark I" stainless versions -- and they're not actually Mark Is, Mark I was the adjustable sighted target version, the others were just the .22 Auto -- were all in standard configuration with fixed sights and a 4 3/4" barrel. There were no stainless Mark I target models -- the versions with the bull barrel -- made. Game over.
