Every time a reply is made to a thread that thread is taken to the top of the first page. As people post on threads the other threads get moved down the page and then on to page 2, then 3 etc.

Take To the Top or Bump moves the thread to the top of page 1 for greater visibility since a lot of people don't bother to look beyond page 1 or 2 at the most. You could also just post a period (.) or anything as a reply and it would do the same thing.
