I'm interested in the Romanian. How is the scope mount attached? Is it a grooved receiver? 3/8?

yep, this one has a the narrow rail.. These rifles had a narrow and wider rail, pending manufacturing process.

Cant recall what it measures too in MM's. The rings that are on there now, allow for iron sight use as well.
