The Wal-Mart 700 ADL package for $377 is the least expensive 700 anything that I've seen lately.

What $377 package are you talking about? I've not seen any 700 for that price at walmart.

All of the W-Ms that still sell guns in this area sell a 700 ADL package with an generic 3-9x40 scope and Weaver-style mounts for $377.

Talk to the gun counter guys. IME if you don't see what you are looking for, it may be in the back not on display. I have bought 3 of these there just for the purpose you are using it for. Last year there was an extra 20% off on Black Friday as well.
