During December, I picked up a Zeiss Conquest 4.5x14x44 from Doug at what I think was a fantastic price plus the rebate Zeiss was offering.The rings(Luepold) need to be changed to the next level up in ring height, the scope front base is a turn in, the scope rear is wind age adjustable. Do the bases need to be swapped out as well for no other reason than they have been used once? Thanks in advance.

No, not because they've been used at least.

There are better choices out there for bases IMO.

Yeah, I like the dual dovetails better than the windage adjustable bases, even though I've never had a problem with the wind age jobs on my Whelen...

There will be no problem using your existing bases.
Yes, I agree that there will be no problem using your bases. You can use them over and over and over.

That said, I think the windage adjustable style bases suck, so I'd be inclined to change them out to either a dual dovetail style or a Weaver style while I was changing the scope.

I wouldn't take a chance on marring the scope. Therefore I would use Burris Signature rings.
