But if torquing the scope tube with the turret boss as a pivot does not mess with the reticle stability/adjustment, I would be surprised.
Are you really asking if putting a bending load on a scope tube can cause problems?
I'd take a file to the top of the middle of the rail.
I don't see it causing problems so long as the action is sitting in an aluminum bedding block to act as a heat sink to counter act the variable temperatures on the bottom versus the top of the action.

Power ring turned smooth tube is perfectly straight.
With scope of of rings the bell tube showed no tubbing marks no bending it's perfectly straight.
I think it's an unusual coincidence of the perfect ring height and scope size

Are you sure the scope isn't being held tight by the rail? Those look like Weaver tip off mounts but seem to have a lot of daylight under the screws. If these are some other double screw mounts then all bets are off.

Then you need to un-phuqk'it. Respectfully, that should be glaringly obvious.
I would not have the turret housing in contact with the rail, because of the likelihood that tightening the rings down will impose a bending load as others have said, but it would be a matter of a few minutes’ work with a flat file to the top of that part of the rail, to give clearance between it and the turret housing, and the problem’s solved.
Just put the scope in a bender, and customize it.

If rings are NOT torqued down yet, and it is already touching, I'd have a really hard time calling it "perfect"..........
