Anyone care to share any information on how hunting in Africa improved from their lows, that might might shed some light on how we might improve our quail hunting in the southwest US?

Yes. I can.

What was found there is that the angle of the dangle is directly proportional to the mass of the ass but only if the heat of the meat is constant. From that, my quail hunting improved immensely at twilight but ymmv if you use a poodle pointer.
