Some folks think they are funny but are not, plain and simple. It is how people perceive their "humor". Sometimes the jokes are insulting or too edgy to the crowd you are dealing with. Among my friends, almost nothing is out of bounds, yet with others, you need to tread lightly to be sure you don't overstep.
