Why couldn’t he be raising these fish and then slipping extra into his catch?

Or maybe he just decided to get off the 'Fire and do something (productive) with his time.

That reminds me of the city that had a bounty on rats, and gave a cash reward for each rat tail. After a while there were thousands of tailless rats running around making more rat babies. I guess the catch here (pun intended) is they have to be over 8 inches. Maybe it takes a long while for them to get that big.
