My deal is/was with my WTB ad, a member would post on open forum he has item, shoot me a price via PM and we would agree then someone else would cut in, PM seller and probably offer more $$ therefor getting the item.

Yes it's up to the seller who they sell to but don't offer someone something, agree to a price then go back on your word selling to someone else.
