Of course they should read AND BE TESTED on it before they are allowed to vote on it.
Just my guess but I imagine that its worded in such a way that it can be used any way they want to.
One thing is clear from just a cursory examination.

Free health care for the 30 million uninsured is to be paid for by taking about $500 billion out of Medicare and putting it into Medicaid.

To receive Medicaid your annual income must be at or below the national poverty level which is about $11K per year for a single person and $22K per year for a family of four.

The effect of this bill will mean that many of the hard working, senior citizens who retired from their jobs and were automatically switched from company sponsored health care plans to Medicare, will now have their benefits reduced or eliminated entirely so that Medicaid for the uninsured poor can be funded.

In other words another Obama sponsored "re-distribution of wealth" fiasco.

This time however, I'm afraid the consequences will be disastrous.

Many seniors currently receive small pensions that push them above the national poverty level and disqualify them for Medicaid, but are insufficient to allow them to self insure or purchase private medical insurance.

Consequently, if faced with a catastrophic illness, they will either have to liquidate their life savings or simply go without adequate treatment.

A fitting reward for a lifetime of hard work.

But as we have seen, hard work has absolutely no value in an Obama world and many of his his disciples are certainly a testament to that.

It's all bullschit man...........bullschit!!

How many at the Campfire enter into expensive, life changing, lifetime, contracts without reading them? Mind boggling that they can even imagine not reading it. If they can't get through it, or understand it, it is too long, or too ambiguous.

They might all have to take the course Reading 101. These people
want someone else to read it and tell them what it says. I think its time they do their own work or get no pay, boot them all.

well.....the bastids get PAID to read and VOTE on bills...that's why they're there[supposedly]. Plus, ANY bill they vote on should have to affect them as well as us....

Yes, it they took the time to read it they wouldn't have time left to vote on it.
