I work in digital advertising. He can control what doesn't show but he can't control what does show until he decides he doesn't want it to show. It's based on:

1. Content matching, or
2. IP location (not often), or
3. Browsing history (most often this because re-targeting pays highest CPC)
4. site advertisers (direct biz with Rick)
