Handguns have been regulated since the 1920's. Carrying for personal protection has never been legal for the populous.

Latest update is that sadly two hostages were killed, along with the terrorist...On the plus side, 17 other hostages were released, although some are injured..

The Australian Police are currently giving a Press Conference, so more information should be available shortly..

It seems that police reluctance to kill a hostage-taker who hasn't killed anyone yet often leads to the death of one or more hostages.
