.gov is painting with a pretty broad brush here. The thugs we need to be concerned with are the "1 Percenters". Hundreds of thousands of folks are riding scooters, and yet, by some miracle, are not criminals at all.
There are "biker clubs" and there are OMGs (Organized Motorcycle Gangs).
A world of difference between them. H.O.G.(Harley Owners Group) is a biker club. The Hells Angels is an OMG.
That article addresses LEOs and other .gov employees who are members of OMGs.
Sad, but true fact, people aren't perfect and any LE agency I'm aware of would immediately terminate an employee discovered to be a member, prospect, or "hanger-on" of an OMG.
