matter of fact they told the girl he shot not to live there because he was there.
So the guy was threat enough they told employee not to live around him.
No one at the TV station understood why he was still there because he had no family or friends in town.

Had the TV station and individuals that felt threatened and endangered by this guy file a protective order and sought legal remedy, then he may not have had the latitude to do what he did, in the manner he did.
But, had he wanted to do it bad enough, he would have found a way. No matter what.
