He doesn't want the position.

He actually believes he's not qualified yet, which a refreshing change from the usual lies and deceit.

So what if he doesn't want it yet!
We need a good man in the position, he can learn as he goes.
Besides, the "qualified" bit really only means "learned to toe the Party line, and not step on any of the other politicians toes."
