If a New Mexico inmate is a match for a woman in Florida who needs a new heart, he oughta be flown to Florida yesterday, anesthetized, his heart transplanted into the recipient, and the inmate's body released to his relatives.

The flaw in your reasoning is that anyone who'd participate in such a scheme would commit first degree murder with special circumstances that would trigger the death penalty. Hence, they'd become organ donors.
