I don't know about swaging monos. And, with the '94, you need flat nose bullets.
Call Barnes and talk to a tech.

After some thought about your situation and if I was given those parameters, I'd pick up a 30-30, maybe a used, pre-safety JM Marlin so she could easily mount a scope.
Or, if she will shoot a bolt gun, maybe something she could warm up to in a conventional caliber/round.
The Ruger Amercian and similar are a lot of gun for the buck. Marlin, Mossberg and Savage are also in that market.

One of the things that 358wsm has not said but would grant us a little clarity here is that Mrs.358wsm loves that 94 32spl. I have heard her talk about it and have seen her face light up when she does. She had other rifles he bought, modified, customized, and fitted for her. She honestly deeply appreciated them but the smiles come and the aura of her whole world changes when she talks about that 94.
Both 358wsm and I appreciate the suggestions, knowledge, and helps afforded us on this forum. Someone almost always has the answer needed.

Finding non-lead for that round may be a challenge.
I don't see swaging a solid copper or gilding metal bullet.
But, who knows. And it'll need to be flat nose for the tube mag.

Maybe look into paper patching a .308 mono intended for the 30-30?
If Maker Bullets has a mono for that round, that's where I'd start.

I understand the love for that 32 94. I have one and it is a very fine rifle. More accurate and more powerful than the 30. I shoot mainly mono's in mine, but California doesn't like my choice of mono -- lead/wheel weights.
Id paint the bullets, copper or silver!
