Don't know much about 99's, pre-war or otherwise.

Is the takedown feature generally considered to increase or decrease value in a pre-WWII 99?
Well:

A takedown K is more valuable than a solid frame EG, but a solid frame 22 HP is worth more than a takedown F

Point being: There are so many variations in that era it's difficult to make a generalization that broad, too or fro

In general.. a takedown is going to add a bit of value to a rifle compared to the solid frame version.

But, as said, there's exceptions.
A TD barrel can get loose (turn past the index mark) if not handled correctly. That is something to watch when buying. You won't have that problem with a fixed barrel. If the barrel indexes correctly the TD's are as accurate as the fixed.
