I have a Remington XP 100 in .221. I am ready to reload some brass. Since this is a hand gun but uses a rifle like action, do you use pistol or rifle primers in the brass ??

Don't overthink the barrel length. Just use the data in your manual and you'll be fine.
The important thing is the cartridge, not the platform. Fireball SAAMIs at 52K CUP, use rifle primers.

I was going to use RL10x but Alliant only lists 2400 for the 221. It does list Remington 7 1/2 primers. I guess that answers that.

Ask down in the Varmint Reloading subforum, someone there will give you better powder suggestions than 2400.
Like maybe CFE BLK or Lil'Gun.
Rifle primers. IIRC, I read Remington either discontinued the 6 1/2 or only recommends it for lower pressure rounds like the Hornet and possibly the .222. Good news is that for now, primers are easy to find. Stock up a bit; there's an election coming.

.221? I had a 700 LVSF in .221. I shot mostly 40 grain Nosler Ballistic Tips and 40 grain Hornady VMAX. For powders I used AA1680 and 4198 (I forget which). The best accuracy, by a slim margin, came with the ballistic tips and 4198 but 1680 and VMAXes were so close behind in accuracy (.4s rather than .3s) with better "splat" and easier/faster reloading that it shot a whole lot more VMAXes w/ 1680. I also experimented a bit with hornet bullets, bee bullets, light bergers, slightly heavier vmax / b-tip, and RL-7 powder, but the bulk of the ammo that went through my gun was loaded with AA 1680 and 40 grain VMAX bullets. Primers .. small rifle, definitely. I think I used Fed 205Ms but I'd have to check my load notes back at home. (I had not switched to the Remington 7-1/2 at that point. I use them exclusively in my .204.)

I have plenty of Federal small rifle primers. I am reluctant to buy a new powder. I'm sure the RL10 isn't completely burned by the time it leaves the factory barrel and will give me a big flash. I planed on getting some 50 grain Vmax's and trying those.
