I'm considering using Williams' Obendorf bottom metal for my pre-64 Model 70 project; how finely polished are these units? Do they need polishing prior to engraving? Do those furnished in the white differ from those already blued in terms of the degree of polishing?

My experience with them is they need no finish work like the Blackburn units did. The only polishing needed is to achieve a desired sheen in the finish, not to remove any machine marks.
