For a 60 grain bullet a twist rate in the 223 is 1/12 according to Berger

So, in a 22-250 that bullet may be fired at 3500 fps. In your 1/14 barrel, 3500x12/14 = 3000RPS
That bullet is just as stable in the 1/14 22-250 barrel as it would be in the 223 1/12 barrel
With the 70 grain it would be about 2900fps in the 223 and a 1/9 twist is recommended. That would be a rotation of 3866RPS. In the 22-250 1/14 fired at 3200 FPS it would be 2742RPS, a wide gulf there, Generally the twist in a 22-250 for that weight is recommended at 1/12 which would give 3200RPS. So, the 1/14 gives 85% of the rotational speed that the 1/12 would and only 70% of the RPS of the 223 fired in a 1/9 twist.
