Just saw it on the Kelly File, in Fox with Megyn Kelly.
Looks like they turned a Secret Service Dog loose on the guy than tackled him as he tried to kick the German Sheppard. Footage was kind of dark, but it almost looke as though the guy was black. Couldn't tell for sure though. He didn't get very far before they caught him.
