That was my first thought as well. Five in the gun, six in the side-saddle, and as many as my pockets would hold...................assuming the premise of the lopsided standoff which has the cops shooting beanbags in the first place.
I STILL say it's time to use water. Nobody gets hurt, just very very cold. Then the party quits being fun, people go home. If there are perception concerns, then find some black firemen and cops to operate the hoses. And while they're spraying water, they can work on the fires started by the partying criminals.
