Burn it down and rebuild it somewhere else. Relocate the Capitol to Kansas or someplace, and make the Congress and staffers live in tents during sessions.
Maybe then the worthless scumbags would do only NECESSARY legislation, not the drivel they are doing now.
And with a re-location to Kansas, they'd be within a day's drive of most of the constituents they purport to represent. Then, if you got mad at 'em, you could drive over there and beat the crap outa them.
